What is Region 4?
Region 4 is one of the
eleven California Regions created by the State Superintendent of Education to serve afterschool programs in the seven
Bay Area counties of Alameda, Contra Costa, Marin, Napa, San Mateo, San
Francisco and Solano.
What is Region 4 Technical Assistance?
The Region 4 Technical Assistance team is located at the Alameda County Office of
Education in Hayward, California. We are supported by grants from the California Department of
Education to provide training and technical assistance to K-12 afterschool programs
funded by the state After-School Education and Safety Program (ASES)
and federal 21st Century Community Learning Centers (21st CCLC) throughout the
seven Bay Area counties. The Region 4 Technical Assistance team works with
grantees at the county, district and site levels, and at every stage
of program development from planning to implementation, to sustainability and alignment with the school day. We coordinate technical assistance services and resources throughout Region 4 in collaboration with local and statewide partners. We also broker training and services to counties, districts, agency providers, and school
sites.
What Types of Professional Development and Technical Assistance Are Provided?
- We offer a wide variety of trainings on topics such as: school and community collaboration; afterschool program design and implementation; quality program standards; program assessment and evaluation; sustainability resources; diversity; parent involvement; and academic support to afterschool programs. We support training and technical assistance related to key statewide and regional initiatives including helping to close the Achievement Gap, supporting English language learners (ELL), inclusion of students with special needs, addressing the whole child after school, and increasing opportunities for all students to participate in high quality STEM and arts learning programs.
- Bridging the Bay, our Region-wide conference attracting over 500 attendees annually, offers workshops and panels on a full range of topics relevant to afterschool practitioners at all levels, from county and district administrators to site supervisors and line staff working directly with students. - We provide technical assistance, including coaching and mentoring for new district and program level staff, to enhance systems and develop their capacity to improve, and sustain their school-linked programs.
- We provide program quality assessment tools to help districts and sites identify programmatic strengths along with areas for improvement aligned with exemplary practices in afterschool.

- We have a region-wide, coordinated delivery system to assist with grant compliance, increase program quality, and to encourage peer-learning networks. As part of this initiative, the Regional Technical Assistance Team conducts outreach to targeted sites through their district coordinators, agency leads, and their afterschool point persons.
- The Regional 4 team oversees formal site visits to over 80 elementary, middle, and high school programs each year as part of our effort to improve program quality and to highlight best practices.
- We link programs with high quality resources through information, communication, and referral systems, including through our regular e-newsletter and our monthly meetings for grant managers and district coordinators.
